What is the Colorado READ Act?


The Colorado Reading to Ensure Academic Development (READ) Act was passed by the Colorado Legislature during the 2012 legislative session.  It repeals the Colorado Basic Literacy Act (CBLA) as of July 1, 2013.  The READ Act differs from the CBLA by focusing on kindergarten through third grade students identified as having a significant reading deficiency (SRD).  These students are supported with a READ Plan.​
What is a READ Plan?
A READ Plan is an intervention plan created to remediate a student's significant reading deficiency (SRD) in the areas of phonemic awareness, phonics, vocabulary, fluency, and/or comprehension.  The plan includes the following:
  • Specific diagnosed reading skill deficiencies
  • Goals and benchmarks for the student to attain reading competency
  • Type of additional instructional services and interventions that will be provided
  • Scientifically or evidence based programming to be used
  • The manner in which the student's progress will be monitored
  • The strategies the student's parent is encouraged to use in assisting the student to achieve reading competency
  • Additional services the teacher deems available to accelerate the student's reading skills
